The study covers the extent of those factors that can influence the establishment of cooperative society in Imo state . It went further discussing the importance or objectives of the cooperatives in Imo state. Also the factors that led leads to their failure.

Further more the study covers an extent of cooperative that are viable and non viable societies in Imo state.


A lot of circumstances dismounted the extent of this research. One of the major circumstance is time which restricted the researchers from collecting and gathering materials from cooperative department (or in Road secretariat) Imo state. There was no time to collect other questionnaires sent out.

Secondly finance was another constraint that restricted movement from various cooperative offices.

Thirdly protocols in getting the right source to feed the researcher with useful information and details. I was striated from one area office to the other and from one zonal office to another and finally to the head quarters of cooperative department.

Finally my school programmes was another major constraint that compelled my movement to be timely and limited.

The invention of cooperative institutions have been and still is often attributed to Robert Owen in England and to Charles forcer in France. The first cooperative institution arose spontaneously from necessity and the spirit of association among the people not by the act of some great social reformer secondly they were stimulated and at times divested by doctrine emerging beside them or build upon them, which enthused cooperative with the vision of a complete social transformation to be achieved by development of cooperative and nothing alse..

The cooperatives of urban and industrial areas originated and developed first in great Britain from the last third of the 18th century and during the 19th century in other centuries where it followed their by them of industrialization.

Consumers cooperatives is generally made to data from the establishment of Rochdale society of equitable prodders in 1844. How ever the research of William max well, J.A. Hanagen kerl munching, Hansumuller T.W mercer and percy kedfer and the document published by the cooperative education on the pre-Rochdale period of he cooperative movement in create Britain. To the ordinary man cooperative could mean another form of business organization in relation to sole proprietorship, partnership, public corporation or joint stock company. (Ejionye L. M 1996).But in reality it means more than that. According to S.H.F. Okonkwo, “A cooperative society is a voluntary association of free and independent person for the betterment of their economic conditions it was also described as a voluntary association of persons having matual ownership in providing them selves with some basic needs on a non-profit basis (Agric coop I op page 5 ).

The international cooperative alliance (I.C.A) defined a cooperative as an autonomous association of persons united volunteering to meet their common economic social and cultural needs as privation through a jointly owned and democratically controlled enterprise. (Onuoha E. 1996)

The I.C.A (Review of international cooperative volume 85, 1992) defines cooperatives as a democratic organization with the general meeting of member as the supreme authority and elected leaders to manage their affairs.

Further more, a cooperative is a union made up of a group of people and an enterprise or it is made up of a group with common goals who run an enterprise in order to achieve their aims and objectives (Onoh,1996, p.15) A cooperative is also a voluntary association of individuals combined to achieve an improvement in their economic condition. The common ownership and democratic management of instrument remains theirs (Bob – Igwe, 1993).

The most acceptable definition of cooperatives as defined by I.C.A, In their review of international cooperatives (1992) stated that a cooperative is an association of persons who have voluntarily joined together to a achieve a common end through the information of a democratically controlled organization making equitable contributions to the capital required accepting a fair share of risk and benefits the undertaking in which the members actively participate.


The history of cooperative in Imo state is basically the same with that of Nigeria cooperatives and that of Rochdale Equitable pioneers cooperative consumers shop established in 1844 in England.

The cooperative movement in Imo state took off in 1976 with 720 registered societies with which majority are farmers multi purpose cooperative inherited form the defined East central state. The first step which the Imo cooperative department in the state was to organize and register more societies of all type. As of new the growth of societies in the state has continued to show an upward trend with the result that today there are about 1,7,5,3 farmers societies 297 multi –purpose societies 101 credit and 10 produce marketing cooperatives.

In Imo state cooperative activities are co-ordinate through three tiers structure. They include the primary secondary and at the Apex level. At the primary level individuals come together to form a primary cooperative society while at the secondary level primary society while at the secondary level primary societies becomes members.

Also at the apex level divisional cooperative councils and other cooperatives union are affiliated. In such a state different types of cooperative enterprise cover almost every economic field depending on the particular needs of the group and the resources at the disposal of the people concerned. They are readily applicable in peasant farming societies and in industrialized countries. In each case the complement and co-exist with each other forms of economic organization such as capitalism and socialism. They include;

The following type of cooperative societies operates in the state. They are as follows;

There are more than 33 different types of cooperatives in operation. But for record purpose the few above in the diagram can serve our purpose. From the above analysis it is easy to infer that cooperative arose out of the conscious needs of the people to design a programme which will help them in self sustenance since no body is an is land and since most people lack the means to stand on their own, it becomes obvious that there should be mutual understanding among people which had given rise to the establishment of a system of business organization where every members will be a player and for their own survival.

It is also patient to note that what gave rise for the formation of cooperatives world wide is to give challenge to poverty exploitation hunger and others of capitalism which was misesteem during the industrial era. That being the case it becomes necessary that every logouts should be employed to ensure that this only means survival by the greatest number of people is not allowed to go into extinction there in. Imo state cooperative societies have being encouraged severally and particularly through so many assistance both by government and other agencies loans have been advanced to them man power too have also been applied through the activities of staff of the cooperative department of the ministries of commerce industry and tourism.

The only option remaining now is the cooperators them selves to appropriate these generous assistance and employ them in their march for self sustenance. This instance goes to support the adage that nobody can survive in the society while working alone.


The history of the cooperatives movement in Nigeria dates back to 1935 when cocoa farmers in western Nigeria were organized into cooperatives by the then colonial administration late Mr c.f. strict land on expert in cooperatives was mandated to look into the possibility of introducing cooperatives in NIGERIA. It is worthy to note here that while consumers cooperative society started operating in England the Agricultural producer marking society led the way in Nigeria. The second society to be formed in Nigeria. The second society to be formed in Nigeria was the catholic mission teachers thrift and loan society formed in Abeokuta in 1938 in 1937 Mr J.U. Eka (M.B.E, ) was appointed the first cooperative inspector for the Eastern region the worked in calabar province with his office at Ugo and specialized in the organization of credit societies a money ibiobio farmers and traders. These societies were to be distinguished from the thrift societies discussed earner

Which were for wage earners mostly city dwellers and through they provided their members with occasional credit the emphasis was on thrift and savings and not on credit societies however se out to provide cheap loans for productive purpose to traders and farmers in the country side . naturally they also encouraged thrift and accepted savings deposits but their main sources of credit were members share holding interests on loans and loans from external source credit has been described as an advance to an individuals from a found to which he has will pay back. To this effect therefore we say that credit is an essential element credit has been descried as the essential element in the dynamic economy yet this dream could not been released as most of the Nigeria farmers traders and artisans were poor and the road to getting loan from the bank was through.

This was predicted on the fact that the backs were inaccessible money lenders charged exorbitant interests government sponsored credits would be the rule rather than the exemptions. Even the richest government can not finance or provide finance for all the projects. As the case may be Mr. H. culvert is quoted as saying “As a means of reaching the least man in the last village in the cooperatively less developed countries cooperative credit has no rival except the money lenders it offers the only possible method of proved merits for reaching the people as a whole it is the only practical alternative to using “ one of the chief merits of cooperative credit is that it is based on thrift and it is the man who saves who is the man that is out to get and can use credit. Cooperative credit operated in Nigeria in 1938 Apart from all the energy put in by Mr J.U. Eka, the credit movement was still at its infancy. Before he retired from government service in1958, he built up a three tier credit structure with about 800 primary societies grouped under 41 local supervisory union and served by a central calabar provincial cooperative bank limited.

Cooperative efforts in Nigeria before the end of the second world war has contracted on the agricultural produce among the westerners thrift and credit amongst the ibiobio and credit among the salaried earners searttered all over the country. These societies functioned isolation under the guidance of cooperative staff except for two marketing unions in Ibandan and Ife. In 1940 however other societies of interest emerged. The first was the Nigeria cooperative supply association limited (NCSA) This was formed as an apex importing organ of the move merit responsible to supply all the societies with their requirements in stationary and equipment.

Apart from N.C.S.A” other societies such as

On the first of April 1943 an independent cooperative department was set up with the appointment of major E.F.G Honing as the register with chessman as assistant . consequently a cooperative training institute was opened at Ibandan in 1943 to give a systematic training to a cooperative college in 1957. Mr T.O. Bateye the principal of the college was later appointed the African first register of cooperatives.


As stated earlier the background of cooperatives in Imo state traced to have originated from the Rochdakle Regrettable pioneers in 1844, in England. Through cooperative in Imo state started in the year 1976. Before this time it has been in existence but there was legal name for it and it was not really known as cooperatives.

At this time people of Imo state were mainly farmers and traders. They deal mostly on farmer produce etc. it got to a stage where by they had to come together and have a mutual benefits form the other (help me I help you) and this continued for many years not Nigeria and then Imo state in certain areas and introduced this system property and it was adopted at all areas

In Imo state and as at 1976 it was noted that seven hundred and twenty cooperatives were formed and registered as viable societies. As at the recent years a lot of cooperatives has been registered along side with the previous and a lot of achievements has been seen to the development of Imo state.


When we talk about the factors that can influence the establishment of cooperatives in Imo state we refers to the into- to causative agents or objects or things that can influence the establishment of cooperatives in Imo state with reference to Owerri L.G.A and which will be discussed extensively as follows.


In Imo state there are some other local governments or towns or locality that comprises the Owerri municipal”, and this development in each of these locality varies etc. these has compelled this study to focuses at two extremes which are subsistence economy and market economy .

h. Subsistence Economy this involves farmers and or business enterprises operating for the sole purpose of family for the market. This became a basis for the economy of Owerri L.G.A prevalent today through what is obtainable is that decisions for the operating of business or farms are directed to the basic consumption and well being of the producers formless even through some remains are sold out. It indicates that subsistence economy will not thrive in Imo state. This is so because the needs of individuals in the economy are met within the confines of a subsistence economy.

This becomes clearer when we released that income in this type of economy is highly limited because every individual satisfies himself within individual business unit not opening up to market forces. So, without enough income you can not imagine an outside institution like cooperative society coming into existence. So to say it will be incorrect to say cooperative can not develop in Imo state.

ii. The market Economy the market economy in Imo state essentially and economy oriented towards production for the market wants. More precisely the farmers or producers produce what they market. The consumers are the target market so a market economy is a monitored economy where exchange is the rule on the game. In this serve creation and income generation are twins in the market economy . more also the needs of the members business enterprises and this usually gives risk to the needs institutions and parties like cooperative. In essence this level of economy offers a more positive basis for the establishment of a cooperatives in Owerri L.G.A Imo state.


According to researches carried out on human life styles, with respect to Owerri L.G.A, Imo state it was clearly seen and noted that inhabitants of Imo state has or are stigmatized with too different life styles (Okedrikron chiredn 24th may 2004). This two life styles or extremes are as follows

i. Nomadi life styles in Imo state it is characterized with a constant and steady movement of the family and sibling .

In some instances the business of some families are poultry etc. Because of this they constantly go in search of improved breads feeds and even drugs and chemicals for these poultry. It is ideal to say that forming cooperatives in this types of area is possible.

ii. sedentary life style; on the other hand others are stigmatized with restricted movement as a result of certain factors. Some many not want to work because they are wealthy or because they already have a fixed assets. Some are polluted with certain other habits separating themselves from others (discrimination) others pride etc. but if these altitudes are destroyed in the minds of these in habitants of Imo state and group activities is enhanced then the birth of cooperatives will be enhanced well .


Knowing fully well that cooperatives is a self help organization that is needed to be find by its members for it to be able to deliver effectively but savings is low in Imo state due to average low income . and this follows that where savings is low in resentment will be low as well

Most importantly vicunas of poverty will be used to describe the economy of Imo state with respect to Owerri L.G.A.

(2000) he mentioned a statement which says that in a simple economy saving is equal to investment. and that where there is low income there will be low savings and this leads to how investment which in turn yields to low returns on investment. (2000) cooperatives is a business and requires some level of savings before investment can follow.

More also savings becomes higher when there is increased earnings. Also investment will be increased and cooperatives will begin to thrive. Economies of Imo state is so poor because of low income poor or little investment and self centered altitudes. So to say if theses facts begins to change from step to step it creates an easy access for cooperatives to survive and begins t be established in Imo state.


It is often believed that cooperatives exists as an alternative way of means of doing business this therefore follows that when we have many large business units is no alternative to fulfill and therefore no role for cooperatives. The prepensely of individuals to look for other means of doing business will not exist since the large business concerns are doing well. Conversely where the business or economy is dominated by relatively small business unit which functions at a low level of economics of sale individuals will seek alternative ways of running their business and cooperative will stand with respect to Imo state the businesses owned and ruined by the individuals are small businesses and which calls for small economies of seal. As a result individuals business men traders farmers drivers etc now begins to seek for alternative means or ways of doing or running business and this calls for establishment of cooperatives in Imo state . A good numbers of cooperatives formed in Imo state were as a result.


According to the research been carried out in Owerri L.G.A Imo state on 24 many 2004 it was noted that there are about thousands of cooperative societies existing presently in Imo state. and theses societies were formed and organized as a result of certain facts or impression gained in the mind of others according to the principal register of cooperative in charge of cooperative Education and information unit headquarters Owerri Imo state Mr L.M Ejionye (24: 2004) he stated that as a result of these fact members of Imo state were given out free education on how they can form and run a cooperative society.

That there were also education on making of bye-laws of cooperatives and the benefits or gains derived from forming cooperatives some of these benefits includes the above mentioned;

i. None payment of tax

ii. Loans from the government and other institutions

iii. Subsidies

iv. Free education by the government and

v. Free training of members etc.

With respect to some of these benefits used as strategies in educating members and individuals in Imo state a lot of farmers traders workers and so on now begin to income good impression towards forming cooperatives and in essence it gave rise to the for nation and establishment of cooperatives in Imo state.


This aspect of the factors that can influence the establishment of cooperatives in Imo state relates to aspects like rural and urban areas how Lilly or mountainous or sloppy a place is whether there are good roads or bad roads whether the area in quote is thickly or thinly populated etc.

In a place where there is bad roads rivers in nature mountains high or thing population desert lands etc cooperatives can not be formed in such areas because of these factors opposing the establishment of cooperative societies.

On he other hand in an area where here is good population roads etc cooperatives can survive in such areas. In Imo state population is large and there are accessible roads etc and thus enhances the establishment of cooperatives in Imo state.


A lot of strong vibrant communities life is existing in Imo state. This calls for strong social groupings sound leadership etc. a well social groupings such as the age grades group clubs and other unions coupled with leaders positively disposed to wards cooperation can enhance the establishment of cooperatives such that in Imo state


Because of the presence of cooperative offices ie, cooperative area offices zonal offices and the cooperative head office also availability of cooperative officers and other pre-existing cooperative societies all serves as promoters to the establishment of cooperatives in Imo state.


For cooperative society to exist effectively in Imo state economic social and political stability must be ensured calls for establishment of cooperatives in Imo state

Despite a lot of factors that has led to the establishment of cooperative in Owerri L.G.A Imo state a lot of other factors has constituted a lot of problems to the establishment of cooperatives in Imo state. And this factors are as follows;


Finance which is said to be a beck bone of every business organization cooperatives can not exist effectively without financial. A lot of proposed cooperatives has failed due to inadequate capital. In Imo state capital inlays is poor and constitutes problems on cooperative establishment.


Human beings constitutes human resources and for any cooperatives to be successful or viable individuals must come together and identify a common needs for them selves. This constitutes problems in Imo state as most individuals devotes their time to driving and Okada rather than establishment.


A lot of people in Imo state are illiteracy as a good number of hem devotes their times to driving and Okada. This brings a lot of difficulties most time in setting up cooperatives in Imo state.


In Owerri L.G.A Imo state there are areas where cooperative education has not reached some despite these education and information they still lack ideas and knowledge. Also there are no enough qualified cooperative staff that can go out educating members and individuals on cooperatives bringing about problem in the establishment of cooperatives.


Because of selfish minded behaviors of a lot of cooperators hey find it too difficult to work and some many not put full efforts in their works. This constitutes problems in cooperative establishment.


The establishment of cooperatives in Imo state has done a lot to the growth of he state at large form the initial time cooperatives started in Imo state (1976) there are a lot of feasible development that has occurred as a result of cooperative establishment

Some of these achievements are as follows;

i. cooperative in Imo state has brought about poverty alleviation in Imo state and this is seen in Ugwutta, Owerri L.G.A

ii. it has also brought about increased job opportunities in Imo state ie cooperative book industry Awaka block industry Emekuku farmers cooperative etc.

iii. Cooperative has also brought about good infrastructure facilities in Owerri L.G.A, ie Ejemekuru cooperative games reserves, Ugutta lake etc.

iv. Cooperative has helped increased the economy of Imo state ie perceptual income etc.

v. cooperatives hs also brought about social structures in Imo state ie Awaka community hall, Ezihe fishery cooperative Ugwutta lake cooperative super market Amaramohia cooperative Amusement park oriji Owerri L.G.A etc

In every project or research carried out it is always important to state the methods used in collecting relevant data the techniques as well as the procedures employed.

In this chapter primary and secondary data are the procedure employed. The method or approaches used by the researchers in carrying out the project work is descriptive in nature. Reasonable efforts were also made to obtain information form the right people in Owerri L.G.A Imo state as well as the cooperative area office at alvan college road also cooperative zonal office sited orlu road most importantly are in formations gotten from the cooperative head office at the federal secretariat department of cooperatives. These information’s were contained in chapter one of the project.


In this chapter the data presented is collected first hand from primary source through the questionnaire of 20 (twenty) responses were executed 6 were returned representing 35% while 14 was not returned and represent 65%.


The researcher have concisely show and talked on the factor that can influence the establishment of cooperatives in Imo state. This involves the origin of cooperative in Imo state with respect to Owerri L.GA origin of cooperatives in Nigeria the background of cooperatives statements in Imo state and the number of viable societies in Imo state.

Finally a good number of cooperative have been able to spring up as a result and still remains viable in Imo state.


Based on the finding as stated above the researcher hereby makes the following recommendations to the organization under study

a. Government should continue to ensure good political stability so as to enable these societies grow and develop.

b. Provisions such as loans or credit facilities should be ensured that they get to the right uses (cooperatives)

c. Better access to training and education should be provided so as to improve efficiency in cooperatives.

d. Re- orientation of the general public should be put in place well on cooperative.

e. Government should establish good libraries on cooperatives so as to allow easy access of individuals building up on cooperatives

f. Religious should learn to welcome the idea of cooperation (cooperatives)

This will enable Owerri L.G.A Imo state to achieve better aim on cooperatives
